November 27, 2025 - USCIS Implements Additional National Security Measures Restricting some countries (edits June 4 proclamation)

USCIS Announcement
USCIS Implements Additional National Security Measures in the Wake of National Guard Shooting by Afghan National USCIS will consider relevant country-specific factors when using its broad discretionary authorities regarding aliens from 19 high-risk countries after halting refugee resettlement from Afghanistan and the entry of Afghan nationals in the first year of the Trump administration. WASHINGTON— In the wake of the shooting of two National Guard service members in Washington, D.C., Wednesday by an Afghan national, U.S. Citizenship and Immigration Services issued new guidance allowing for negative, country-specific factors to be considered when vetting aliens This guidance comes after the Trump administration halted refugee resettlement from Afghanistan and the entry of Afghan nationals in its first year of office. “My primary responsibility is to ensure that every alien is vetted and screened to the maximum degree possible,” said USCIS Director Joseph Edlow. “This includes an assessment of where they are coming from and why. Yesterday’s horrific events make it abundantly clear the Biden administration spent the last four years dismantling basic vetting and screening standards, prioritizing the rapid resettlement of aliens from high-risk countries over the safety of American citizens. The Trump administration takes the opposite approach. Effective immediately, I am issuing new policy guidance that authorizes USCIS officers to consider country-specific factors as significant negative factors when reviewing immigration requests. American lives come first.” The updated guidance, including consideration of country-specific factors such as a country’s ability to issue secure identity documents, will further strengthen USCIS’ implementation of President Trump’s Presidential Proclamation (PP) 10949, It will allow USCIS officers to more meaningfully assess whether an alien is a threat to public safety and national security. This policy guidance is effective immediately and applies to requests pending or filed on or after Nov. 27, 2025. For more information, see the USCIS .

March 31, 2025 Lawsuits regarding TPS - Haiti and Venezuela

Many lawsuits to prevent the termination of TPS for Haitians and Venezuelans are pending.

March 31, 2025 A Federal judge, Judge Chen temporarily blocked the Trump administrations move to end TPS for Venezuelans.

Update: As of early 2026, Temporary Protected Status (TPS) for Haiti and Venezuela is subject to intense legal battles, with federal courts blocking the Trump administration’s attempts to terminate the protections. While the administration aimed to end these statuses, court orders have maintained legal residence and work authorization for over 600,000 Venezuelans and many Haitians, with litigation likely heading to the Supreme Court.
February 20, 2025: Haiti TPS Update

On Feb. 20, 2025, Secretary of Homeland Security Kristi Noem partially vacated the July 1, 2024, that extended and redesignated Haiti for Temporary Protected Status (TPS). The announcement amends the period of extension and redesignation of Haiti for TPS from 18 months to 12 months, with a new end date of Aug. 3, 2025, and makes a corresponding change to the initial registration period for new applicants under the redesignation, which will now remain in effect through Aug. 3, 2025.

***Update: Lawsuits to prevent the termination of TPS for Haitians and Venezuelans are pending.
February 5, 2025: Venezuela TPS

On October 3, 2023, Venezuela was newly designated for Temporary Protected Status (TPS) based on the determination that there were extraordinary and temporary conditions in that country that prevented the safe return of Venezuelan nationals, and that permitting such Venezuelan nationals to remain temporarily in the United States is not contrary to the U.S. national interest. The 2023 designation of Venezuela for TPS is set to expire on April 2, 2025. After reviewing country conditions and considering whether permitting Venezuelan nationals covered by the 2023 designation is contrary to the national interest of the United States, in consultation with the appropriate U.S. Government agencies, the Secretary of Homeland Security has determined that Venezuela no longer continues to meet the conditions for the 2023 designation. The Secretary therefore is terminating the 2023 TPS designation of Venezuela.

This termination issued via is effective April 7, 2025. After April 7, 2025, nationals of Venezuela (and aliens having no nationality who last habitually resided in Venezuela) who have been granted TPS under the 2023 Venezuela designation will no longer have TPS. This termination determination does not apply to the 2021 designation of Venezuela for TPS, which remains in effect until September 10, 2025, or to individuals who are registered for TPS under the 2021 designation.

***Update: Lawsuits to prevent the termination of TPS for Haitians and Venezuelans are pending.

January 20, 2025: A statement from GEC regarding the change of US President & Federal Administration
We do not anticipate any changes that would affect F-1 visa international students. We know speculation and rumors can be nerve-wracking.

It’s important to remain calm and avoid making assumptions based on speculation, unverified information, social media, or even news or print media articles. Changes to policies and laws, particularly those affecting F-1 students, require clear and formal procedures through official channels, and significant modifications typically take a long time to implement, if the proposed changes even make it through the legal challenges in the courts.

Here’s how you can stay informed and prepared:
1. Follow Official Sources: Updates related to immigration policies will come from the U.S. Department of State, U.S. Citizenship and Immigration Services (USCIS), or other authorized entities. (Newspapers/Media outlets often get information wrong when writing about complicated topics they do not understand, like non-immigrant visa policies.)
2. Avoid Premature Actions: There’s no need to preemptively alter your plans, or documentation. Wait for official guidance from our office before making any decisions.
3. Stay Connected: Our office is here to provide accurate information and guidance. We maintain an ICE News updates page for this very reason. Any changes (and updates, or assistance tools) will be announced here.
Remember, our institution values and supports its international students, and we are committed to advocating for your success and well-being. If you would like to discuss any concerns, please contact your F-1 advisor in the GEC.

ϲ and the Coast District are aware of and are closely monitoring all events that could impact our international students. We will update this ICE updates page and communicate any changes in regulations to our F1 students directly.
